I've seen a timing belt soaked in the sump before. The idea is to keep the belt from potentially dry rotting, the engine doesn't rev that high, and the belt would outlast the rest of the engine. However, it is a timing belt ON A FUCKING LAWN MOWER (although a good Honda mower to be specific). Not acceptable on a car.

On the 2017 Ford Escape with the L4-1.5L engine the water pump is internal and driven by the timing belt. The labor time guide calls for 8 hours to complete the job. When replacing the water pump, the timing belt will need to be removed. To re-install the belt will require special tools: Timing Belt Locking tool and Crankshaft Locking tool.
